Hah. Nice. I'd say that our foreign policy has been rather Klingon-esque, though I'm pretty sure that means something else when I say it compared to when you do.
Also, I'd love for you to show me any war that has only cost life of the ones intending to fight it. I'd say that 90% civilian casualties in the last century and trillions of dollars spent indicates otherwise. But its an interesting fictional sentiment :)
To be truly Klingonesque, we'd be ruling a heck of a lot more of the planet than we are now; I'm quite sure we'd have declared a number of nations kuve and set out to prove it.
As for your second paragraph, no question. Just don't forget that negotiations can cost even more.
